1. Concept
| Article 119. Violation of neutrality. – The penalty of prision correccional shall be inflicted upon anyone who, on the occasion of a war in which the Government is not involved, violates any regulation issued by competent authority for the purpose of enforcing neutrality. 2. Mode of commission
Elements:
1) There is war in which the Government is not involved; and,
2) The offender violates any regulation issued by competent authority for the purpose of enforcing neutrality. (Article 119, Act No. 3815, Revised Penal Code)
